This 1960s report explains why Republicans and Democrats have long undermined their own police reforms

In the 1960s, President Johnson sought to address the root of the civil unrest across the country, but the solutions presented to him by a group known as the Kerner Commission were largely ignored. In the latest “History Refocused,” CNN’s Abby Phillip talks to historian Matthew Lassiter about the similarities to an Obama-era commission and how both stopped short of lasting change.
